How are collective resource management rules built and renegotiated ? How can development stakeholders play a part in such a process ? In Urcuqui, Cicda intervened to support an association of people having right of access to an old water supply network. It aimed to support the renegotiation process of water access, made necessary by economic and demographic evolutions. Based on this case study, one can identify a few methodological principles required to understand existing rules and to support the renegotiation process.
