A development project aims to be both effective and accessible to as many people as possible. In Cambodia, the animal health services implemented by VSF are technically effective. Nevertheless, social and political issues have not being taken enough into account. Due to strategic mistakes, the project process marginalized a part of population concerned by animal health services. Over and above this specific project, this document points out how methodological decisions have major social stakes. This text proposes some ways to give a concrete reality to the ambition of achieving project equity.
