In Southern and Eastern countries, decentralisation process sets up a local level, led by efficient local authorities attentive to the citizens’ initiatives. Until now, decentralised cooperation has been undertaken through a project-based approach. Nevertheless, regarding to the institutional changes, it would now have to support local authorities in their dialogue with local associations and public authorities, thus contributing for the construction of a genuine public place.
