Managing collective resources implies that organisations are able to create rightful measures and to implement them. Is parity a relevant principle to manage resources between stakeholders who seek to attain different goals ? How may local authorities play an effective role in resource management ? In western Chad and coastal Guinea, two pastoral resource management projects set joint-institutions for settled and migratory people. Analysing these experiences carry out some responses.
