For the past decade, the Islamic Republic of Mauritania has led a new process of public water management that involves delegating management to "private operators". For several years, these delegations have been entrusted to unemployed with a university level education Mauritanian people. This approach has contributed to the emergence of a new profession, "concessionaire". Gret led a development program between 1995 and 1999 in order to support this process.
