The processes of decentralisation and privatisation inevitably lead to institutional and political restructuring. They also raise questions regarding local development practices : to what extent do projects create new links –between public and private stakeholders, individuals and the surrounding community- that help create sustainable, high-quality services ? Do projects help clarify the rules of the game, or do they simply encourage a multiplication of norms, creating situations that benefit a handful of privileged actors ? Based on five case studies from West Africa and Latin America, this document attempts to reflect on the conditions necessary to promote coherent local development strategies.
