In the context of "aid fatigue" project aid has been largely criticised, often justifiably so. By standardising steps of the "project cycle", donors have clarified the internal process of activities. Nevertheless, they have introduced many inflexible elements which harm project quality and effectiveness. Through an analysis of the project cycle, this document introduces a discussion on institutional and financial conditions necessary to carry out quality projects.
