The legitimacy of democratic elections depends in part on the quality of the electoral roll. In Togo, as in many African countries, the democratisation process was launched in the 1990s. Yet, one is obliged to note that the successive elections in Togo are seen as little or not at all legitimate by the population. This document analyses the reasons for this democracy deficit by attempting to shed light on the links between the vital records registry and democratisation.
